This breaks our CI which requires Prow Golang version to be higher than go.mod. PTAL at https://github.com/kubernetes-csi/csi-release-tools/pull/261 , thanks.

Reverting seems impossible... it will break trivy scan result

you can also change to 1.22.7 in trivy action
