Support for generic resources in dashboards #715

I guess this is duplicate of this: https://github.com/kubernetes-monitoring/kubernetes-mixin/issues/88 It would be great to have information about resources from device plugins (usually gpus but this should not be assumed) on dashboards. This would greatly help with understanding why there is issue scheduling pods (no free gpu because some dumbass reserved them all for hyperparameter search). Cluster overview should have allocated and capacity information per node. Pod view should have information how many devices it allocated.
