Update CPUThrottlingHigh and KubeContainerWaiting alerts #942

1) CPUThrottlingHigh: change aggregation to without to keep external labels

And add cadvisorSelector selector.

2) KubeContainerWaiting: remove sum by, to keep external labels. Add reason into description
