Create conformance and e2e test

we have ut now but lack of e2e and conformance test now .. so need create such test suite

• [ ] polish the Makefile and tools to generate required stuffs
• [ ] add e2e test framework (create kind cluster and init it )
• [ ] run simple test (cluster-sample)
• [ ] add additional test cases
• [ ] prow to trigger each PR of the submission
