Developers need to be able to run E2E tests quickly, without needing to stage a whole Kubernetes cluster.

Issues go stale after 90d of inactivity. Mark the issue as fresh with /remove-lifecycle stale. Stale issues rot after an additional 30d of inactivity and eventually close.

Since we're not maintaining an API server anymore (cf #225), I believe this is no longer a requirement.
