When etcd-manager collects nodes information for the etcd cluster it looks only for VMs in the current VmScaleSet. While KOPS create separate VmScaleSets for each kubernetes master node. So etcd cluster can not be up due to lack of the registered nodes. As the result it is not possible to create kubernetes cluster with multiple master nodes via KOPS for Azure

The possible fix it to update Poll() method to find all VMScaleSets with cluster tags - similar to findDisks method in same file.
