ImageService: design plugin system for torrent, localfilesystem, etc #26

Discussing with the quay team how it is desirable to have a plugin interface to the ImageService similar to FlexVolumes in the storage interface for different types of pull strategies. An obvious example would be supporting bittorrent for images.

This isn't a high priority item, just a place to collect ideas.
