Docs re-org - Githubissues

This PR re-organizes the docs:

It introduces a new docs/ folder (which we in turn could also use as the basis for a GitHub pages publishing process) representing the (end-)user documentation
It moves stuff from the current README to the user docs, esp. around extensions
It adds security considerations (RBAC)
It adds an end-to-end walk-through, showing Spartakus in action

@thockin @squat it's been two weeks now and not a sign of action here :(

While I personally can deal with that, think about how someone new to the community might feel about it. Sending in a PR and not hearing back anything at all for more than 2 weeks. At least I'd know what I'd think about such a community and it wouldn't be something good …

If you don't have time, that's understandable. As I mentioned already I'm happy to step up here and help maintain this repo since we need it in Kubeflow. Can you please at least respond with an ETA here?
