Refactor BackendManager / BackendStorage. #610

Refactor BackendManager / BackendStorage.

The primary reason I want this refactor is to make it simpler to finish https://github.com/kubernetes-sigs/apiserver-network-proxy/issues/566. But this already large change has these benefits:
