feat: allow for conditional rendering of test resources #2036

Is this a bug fix or adding new feature? Adding a new feature

What is this PR about? / Why do we need it? In recent version of the helm chart there is a helmTester value this stops all of the test manifests rendering. This PR allows for older release 1.26 to have this functionality.

This PR is based on changes in the following PR but back-ported for release 1.26

What testing is done? pipeline tests

Hi @logan-bobo. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Version v1.26.0 is no longer supported and is not accepting PRs. The currently supported versions are v1.29.1 and v1.30.0 (which correspond to Helm chart versions v2.29.1 and v2.30.0).
