feat: enable metrics for csi provisioner

Is this a bug fix or adding new feature? Enable metrics for csi-provisioner

What testing is done? manually tested by adding --metrics-address=:8080 and --metrics-path=/metrics args and the containerPort 8080 to csi-provisioner container

Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
