update helm chart to v2.8.0 #3728

Updated the helm chart to the latest version available on aws/eks-charts as it was not included in the main branch on this repo.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

@khawaga, hi, we cut the release from our release branch, not main branch, please check https://github.com/kubernetes-sigs/aws-load-balancer-controller/tree/release-2.8/helm/aws-load-balancer-controller

@oliviassss I see, thank you for the information. Is it normal for the main branch to be behind the release branch in this case? Apologies for the confusion. Should I close this PR?

yeah the main branch would not be updated with the tags, since usually we selectively cherry pick commits from main to release branch, and cut release on release branch directly (where we update the tags)
