docs: Add missing disk encryption set read permission #2610

What this PR does / why we need it: If you assign the permissions listed in driver-parameters.md to the azuredisk-csi-driver and attempt to use the diskEncryptionSetID driver parameter, the driver will fail to provision a disk with a linked authorization failure.

failed to provision volume with StorageClass "des-disk-csi": rpc error: code = Internal desc = Retriable: false, RetryAfter: 0s, HTTPStatusCode: 403, RawError: \{"error":{"code":"LinkedAuthorizationFailed","message":"The client '<client>' with object id '<object-id>' has permission to perform action 'Microsoft.Compute/disks/write' on scope '/subscriptions/<subscription-id>/resourceGroups/<resource-group>/providers/Microsoft.Compute/disks/pvc-5db9e4bb-812a-4ae5-b9b1-c9b280ba5e76'; however, it does not have permission to perform action(s) 'Microsoft.Compute/diskEncryptionSets/read' on the linked scope(s) '/subscriptions/<subscription-id>/resourceGroups/<resource-group>/providers/Microsoft.Compute/diskEncryptionSets/test-des' (respectively) or the linked scope(s) are invalid."}}

Hi @bennerv. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
