What this PR does / why we need it:

update to Go 1.21
use chainguard go image as a replacement from the docker hub one, this has near to zero cves

/assign @saschagrunert @puerco @ameukam cc @kubernetes-sigs/release-engineering

/hold for the test-infra job update
