what is the default cloud-config option #217

As raised by @detiber here, the default we use for the path to the cloud-config file is /etc/cloud-sa/cloud-sa.json, yet this is a holdover from GCP which has no meaning in the EQXM context.

We should change this.

An update to this.

The instancesv2 PR (#185) introduced a change in the name of the variable that users supply to define the cloud-config file.

Previously --provider-config was used. This argument was required and had no default.

That argument is no longer honored. It has been replaced with --cloud-config which is standard among cloud-provider binaries. The argument is inherited from the upstream packages, as seen in --help:

      --cloud-config string                      The path to the cloud provider configuration file. Empty string for no configuration file.

This argument also has no default value and is required.

The default deployment templates now include '--cloud-config=/etc/cloud-sa/cloud-sa.json'.

It's also confusing that the default secret used by CPEM is metal-cloud-config, this is suggestive that this is used by MetalLB.
