Add cloud-provider-aws instructions to CAPI quick start guide #4452

@richardcase As far as I understand we need to make changes to this [https://cluster-api.sigs.k8s.io/user/quick-start] Can you please guide me on the changes we are planning as part of this issue.

@ibnjunaid @richardcase I just completed a successful provisioning of a new k8s cluster on AWS. The documention on the cluster-api-provider-aws is pretty much well explained. A few details could be added including a small paragraph on AWS Cloud Control Manager and CNI and EBS CSI Driver. I can help apart from the EBS CSI Driver as I myself is struggling with the same.
