[e2e] Re-enable clusterctl upgrade spec tests

Describe the solution you'd like

When we have a release with the new AMI changes it the re-enable the following tests:

• Clusterctl Upgrade Spec [from latest v1beta1 release to v1beta2]
  • Failing as the test needs to use an older released version of CAPA and this relies in AMIs that are no longer available
• Cluster Upgrade Spec - HA control plane with workers [K8s-Upgrade] [ClusterClass]
  • We need to change the expected etcd of this test to3.5.15-0
• Self Hosted Spec [ClusterClass]
