ASO service: resourcehealth #3531

Convert the resourcehealth service to use ASO. This is not yet available in ASO (https://github.com/Azure/azure-service-operator/issues/2762), so using the track 2 SDK is an acceptable alternative if we are ready for this before it's available in ASO.

3529 might also be a prerequisite depending on how Resource Health is configured in ASO.
