Automate running optional tests based on files changed #3960

/kind cleanup

What needs cleanup:

Currently, optional tests are never run automatically. This can cause errors and test failures to go unnoticed until after a PR merges, such as #3875. To minimize the possibility of this happening in the future, we should find a way to automatically run an optional test if a file that could potentially affect the test is changed.
