Remove golangci-lint installation script

The golangci-lint installation script was copied from the golangci-lint repository that is GPLv3 licensed. The GPLv3 license is not compatible with Apache 2.0 license when merging GPLv3 code into Apache 2.0 code.

This change builds golangci-lint from source.
