Update CI to use 1.29 images #1782

Describe the solution you'd like With cluster-api version bump to 1.7, we moved to k8s v1.29. Build and start consuming the boot images with v1.29.

Anything else you would like to add: [Miscellaneous information that will assist in solving the issue.]
