Allow disabling floating IP for the Control Plane #246

Closes #245.

⚠️ This PR changes the default behaviour of CAPK that automatically creates a ClusterIP service for the Control Plane. This PR aims to simplify the integration of Kamaji that offers Infrastructure provisioning by creating the required LoadBalancer.

A discussion on the #cluster-api-kubevirt Slack channel has been started.
