install istio in tenant cluster #221

What steps did you take and what happened: [A clear and concise description on how to REPRODUCE the bug.] Following the demo doc. The tenant cluster is up but istio pod stuck at pending with no detailed information. Istio was installed on the master cluster fine. My question is whether the nested cluster support istio? Thanks.

What did you expect to happen: The nested cluster should function on par as a stand alone cluster

Anything else you would like to add: [Miscellaneous information that will assist in solving the issue.] kind: 1.21 istio: 1.11.3
