Add OpenStackImage API and scaffolding

A new controller for creating glances images. Will initially support creation from a remote URL including:

• Validation of downloaded data by verifying a hash
• Validation of data added to glance by verifying a hash
• Decompression of downloaded data

It will initially only support glance-direct because web-download does not have a sufficient feature set to be useful. That is: CAPO will download the data directly and upload to glance. The data is streamed and therefore does not require any local storage.
