✨ Flag for enabling BGP on project/machines #588

User Story

Instead of trying to infer by user settings whether BGP should be enabled on the projects/machines (due to using a kube-vip template for example), just turn it on by default and provide a user flag that can disable this behavior.

This came up in the Krystian Marek's investigation of using Talos OS for the nodes.

We should consider having CAPP handle the BGP static routes, taking the burden off the machine template. But we'd need to test how well kube-vip plays with it.
