Provision EM Clusters with Service LoadBalancing optionally enabled through CPEM #694

User Story

As a [developer/user/operator] I would like to have a template option (default?) that deploys CPEM with high availability externally managed service loadbalancing for public services.

This would be accomplished through he Equibnix Metal LoadBalancing service.
