Support for vCenter without DRS #941

Describe the solution you'd like I couldn't find a way to provision a cluster on vCenter Server 6 Standard environment, because it doesn't support DRS I think. Even through there's a */Resources resource pool, it isn't possible to distribute VMs among hosts on cluster and the deployment of instances never happens. Maybe pointing directly to a host inside vCenter hosts, or straight to a vSphere host would make it possible to run a cluster when there's no DRS.
