Gitlab repository: support both the project ID and the escaped full path #10607

🐛 https://github.com/kubernetes-sigs/cluster-api/pull/9481 This is a bug that occurred in the above link and has not been resolved for a long time. However, it needs to be included in the release version, so I am opening a new issue. **What this PR does / why we need it**: Using GitLab as per the [docs](https://cluster-api.sigs.k8s.io/clusterctl/provider-contract.html?highlight=gitlab#provider-repositories), it supports both the project ID and the escaped full path. **Which issue(s) this PR fixes** *(optional, in `fixes #(, fixes #, ...)` format, will close the issue(s) when PR gets merged)*: Fixes https://github.com/kubernetes-sigs/cluster-api/issues/10605

Hi @aetertinas9. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
