ARM Release for v0.3 #5439

User Story

I would like to use v0.3 CAPI on arm.

I've seen since v0.4 arm release is available, but to keep compatibility matrix on providers and k8s versions until I get to upgrade, I need to use v0.3. On the latest minor releases of v0.3 there is no arm release being published. Is it possilbe to publish a v0.3 arm release?

Hi @enxebre! I'll be using openstack and aws providers.
