Add dev container #1214

Hi @MarcPow. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Note: I understand if the project would rather not include features that are targeted for particular IDEs. But I thought I'd propose it - as I find them really useful.

Yeah, this already summarizes my concern. This is very user specific. Maybe we could add to the docs in the getting started guide just as a suggestion if the contributor wants to create this directory and files. But I am generally against adding this directly to this repo. @ingvagabund @a7i WDYT?
