pods_evicted custom label #905

Being able to track evictions by a custom tag (like project or team) would be helpful in building dashboards that cover "what happened to this project", for cases where a project does not cleanly map to a namespace.

I checked with some folks who know Prometheus a little better than me, and it sounds like our concerns from #859 are valid. Specifically, a metric with custom/dynamic labels could never be marked stable, and there are also performance risks of allowing higher-cardinality metrics. So, we probably will not add this to our default set of metrics. However, we could do something like create a new metric which is "customizable"/"debug-mode" which we don't offer any guarantees on, for situations like this. We are also hoping to allow custom metric definitions as part of the descheduler framework refactor, which is on-going.

With Descheduling Framework, can we create a channel where events are published and subscribers can decide what to do with the information?

This would include the pod, node, and the eviction status (success, skipped, failed)

These labels are supported: api-review, tide/merge-method-merge, tide/merge-method-rebase, tide/merge-method-squash, team/katacoda, refactor. Is this label configured under labels -> additional_labels or labels -> restricted_labels in plugin.yaml?
