Update GOSS version #278

The GOSS version referenced at https://github.com/kubernetes-sigs/image-builder/blob/master/images/capi/packer/ami/packer.json#L23 is a very old version. Let's update it to the latest.

Latest release is 0.3.13, and we are using 0.3.2.
