gRPC conformance server #106

Adds a gRPC conformance server for use in the GRPCRoute conformance tests.

Hi @gnossen. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Thanks for the review!

Main thing was it feels like we should try and add some tests for the Go code.

Does that mean in-repo unit tests? Or are the accompanying conformance tests sufficient?

I also got some feedback from @robscott that this should probably live in the gateway-api repo, so after this round of review, I'll be moving this PR there.

I think some unit tests would ultimately be good, it will help future contributors reduce the risk of accidentally breaking something in the test server.
