Add image to generate HTML reports #63

The cloud build configured here will publish an image in staging that we can use to promote once the design and cleanup of the theme is ready.

I will use the repository https://github.com/aledbf/ingress-conformance-sample/ to also setup github actions to run the suite periodically, updating the static site. This can be added/copied in the docs as an example.
