feat(pkg/cluster/internal/providers): log container init #3576

What it introduces

This PR proposes to log all the container logs from before init, when setting the maximum verbosity supported.

Why is needed

This is extremely helpful to debug at runtime with logs from init and before, without the need to read individual logs afterward with export logs.

A lot of points can go wrong e.g. when setting up cgroups and in that case logs from Systemd are essential. Combining them with logs from kind itself first and from Kubernetes then in a single output can be vital to better understand at runtime the initialization sequence of the containerized nodes, and possibly debug and resolve issues.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
