Calico/Tigera operator support #11262

What would you like to be added

It would be nice to add support for Tigera/Calico operator.

Why is this needed

There are multiple components that recently receives a frequent updates and breaking change updates by Calico. there are also other dataplane (VPP for example) that is not possible to install it via manifest and only support operator installation.

@ameukam: The label(s) /label ci-full cannot be applied. These labels are supported: api-review, tide/merge-method-merge, tide/merge-method-rebase, tide/merge-method-squash, team/katacoda, refactor. Is this label configured under labels -> additional_labels or labels -> restricted_labels in plugin.yaml?
