run the e2e tests as well instead of just building a cluster #236

This change should test the ginkgo tester as well in presubmits.

I'm running a subset of the tests that we run in the pull-kubernetes-e2e-gce job https://prow.k8s.io/view/gs/kubernetes-jenkins/pr-logs/pull/119761/pull-kubernetes-e2e-gce/1687456296040665088/
