Graduate` kustomize localize` to beta

Umbrella issue for graduating kustomize localize to beta.

We should:

• Implement the requirements described in the KEP (https://github.com/kubernetes-sigs/kustomize/blob/master/proposals/22-04-localize-command.md)
• Address user feedback from https://github.com/kubernetes-sigs/kustomize/issues/4996
