Add Github Actions for running crawler automatically #275

This PR adds the feature to run the news crawler every monday 00:01,

It adds the generated files to scripts/release-crawler/release-notes-html scripts/release-crawler/release-notes-md

The only thing, we need to check if the signing of those commits is necessary or needed.
