LWKD should include ShoutOuts #450

We have a ShoutOuts channel in Slack, where contributors give kudos to others who have done things to make the project better. While we used to read out the kudos at the Community Meeting, that doesn't exist anymore.

Idea: we should publish an abridged collection of the ShoutOuts at the bottom of each LWKD issue. This wouldn't be a ton of work, and would help call attention to contributors.

+1. Since we wouldn't have shoutouts every week, we can optionally add the section whenever we have some shoutouts from the Slack channel.

It’d spotlight the people who go above and beyond to improve our project. Plus, it could motivate more collaboration and help us keep up the positive momentum!
