chore(chart): Updated Helm chart for v0.7.1 #1461

What this PR does / why we need it: This PR updates the Helm chart to use Metrics Server v0.7.1. The commit will need to be cherry picked to the release-0.7 branch to trigger the release automation.

Which issue(s) this PR fixes: Related to #1455
