feat: add helm capability check on servicemonitor #1482

What this PR does / why we need it: Details in issue, but this provides extra safety on helm installs enabling the servicemonitor to validate that the CRD is present.

Hi @mjnagel. Thanks for your PR.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

@mjnagel it's generally good practice to discuss changes in an issue before opening a PR to change behaviour, mainly so you don't waste your time. Thank you for taking the time to do this but in this case the behaviour you're trying to change is a feature and not a bug, I've added a longer comment to the issue.

@stevehipwell thanks for the reply here - generally I agree. In this case it was such a small change I just decided to put it up ahead of time to clarify my intent, no time wasted 😄. Will engage in the discussion on the issue.
