allow storage option in configmap #1500

What this PR does / why we need it:

while running metrics-server with nanny enabled. I see the following logs: metrics-server-nanny I0524 03:18:42.689332 1 pod_nanny.go:101] storage: MISSING, extra_storage: 0Gi and I wanted to avoid this.

I chose 10Mi default value but that can be changed as well. Please feel free to suggest a new value.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
