Add documentation for conformance testing and profiles #102

[ ] Add docs outlining conformance tests - what are core v/s extended features
[ ] Add docs for the test grid
[ ] Add docs for contribution instructions to adding a new test
[ ] Add docs for how implementations can build and run these tests downstream
[ ] Add docs for conformance profile
[ ] Add docs for conformance reporting and badges
