[ENHANCEMENT] Improve Tenancy API #122

Is your enhancement request related to a problem? Please describe. Existing API implementing tenancy use case allows a wide set of configs, some of them may be more confusing than useful. One example is the relationships between subject and tenancy https://docs.google.com/presentation/d/1TbWWaDgd2O-nXwNdlNmLXng1aQQ2i5cG/edit#slide=id.p7

Describe the solution you'd like I would like to create a very simple API that covers required use cases, but is less powerful/confusing.
