[Policy Assistant] Probe Mode with Support for High-Scale of Connections #210

Step 1: implement Probe Mode (simple change, see kubecon demo):

Step 2: how can we make this mode more helpful for a large-scale cluster with lots of connections? Should we continue to use the JSON model in Cyclonus?
