Split perNodeHostBits per IP family. #9

This patch splits perNodeHostBits to two fields one for each IP family. Both new fields are optional (perNodeHostBits was required) because they are only checked if a ClusterCIDR of the corresponding IP family was submitted. The min-max check stays the same. If the bits field was not provided (i.e. populated with a default 0 value) the min check will fail (test exists). I wonder if we want to split NodeCIDRMaskSizes per IP family too?
