Update `gcr.io/k8s-prow/git` base image #285

This PR updates gcr.io/k8s-prow/git:v20240129-a0a4e743bf base images to gcr.io/k8s-prow/git:v20240729-4f255edb07 which is the latest version. The current version include CVE-2024-6387. While sshd is not started in the context, it still triggers security incidents in our scanners.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
