fix: respect s3 custom endpoint config in aws sdk #326

Commit https://github.com/kubernetes-sigs/prow/commit/77dc7b725f136fed43a3c01e90a70d3f89ae92f2 introduced breaking changes for users of prow that don't use AWS S3 since the endpoint field is not respected anymore.

This PR ensures that custom endpoints for S3 storage is respected as well as the insecure field.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
