[wip] supporting Windows hosts via powershell scripts #122

similar to make 2 on Linux/ MacOS we now can run .\start.ps1 2 on Windows.

So far implemented are

.\start.ps1 2 (or .\start.ps1 up)
.\start.ps1 3 (or .\start.ps1 test)

Feel free to point flaws within the code: I am no expert on powershell, you are.
